Information for private service providers on joining the social welfare services’ Kanta system

Social welfare services’ Kanta client data repository 

Data management and the electronic processing of client data in the healthcare and social welfare sector is governed by regulations issued by the Finnish Institute for Health and Welfare (THL) based on the Act on the Electronic Processing of Client Data in Healthcare and Social Welfare. The legislation on the documenting of client data was amended on 1 January 2024. As a result, social welfare service providers must join the national client data repository mentioned in section 65(1)(1) by 1 September 2026 at the latest. 
 

The introduction of national information system services is a major development task that requires changes to both information systems and practices in data management, the organisation of service production and client work processes. The change will have implications for the work of social welfare staff, data management developers, information system service providers and client information system developers. 
 

The storage of social welfare documents in the Wellbeing Services County of Vantaa and Kerava in the Kanta service’s client data repository will start at a date to be announced later.

Benefits for clients 

After the transition to Kanta, clients will start to see the client data recorded about them in MyKanta, which social welfare professionals have stored about them in their own organisation’s client information systems, in accordance with mutually agreed recording protocols. This improves the flow of information between the client and the professional. Through the MyKanta service, clients will be able to confirm the receipt of information about Kanta services and, if they wish, limit the visibility of their data between different service providers. Benefits for professionals 

Client information stored in Kanta’s client data repository is easily accessible and up to date for professionals even if the client moves from one locality to another. In order to be able to access client data recorded in another organisation via Kanta, the professional must be logged in to the client information system with a personal professional ID card.

Register access right 

A social service provider and service organiser can process the data generated in outsourced services by using a register access right. This allows the data to be transferred safely and stored in the correct register. 
 

The Kanta register access right facilitates the processing of client data when the service organiser sources a social service from another service provider. For example, it allows a social worker in a wellbeing services county and a service provider employee to view each other‘s essential client information recorded in their respective client information systems. There are also restrictions on visibility based on job roles, as stipulated in the Decree of the Ministry of Social Affairs and Health on Access to Client Data. 
 

In addition, the service provider records the data generated in the provision of the service directly into the service organiser’s register in Kanta. More information about the register access right.
