Advisory Committee for Organisational Cooperation

The Local Democracy and Inclusion Board appoints an Advisory Committee for Organisational Cooperation under its authority for a period of two years.  

The Advisory Committee for Organisational Cooperation has 10 full members and 10 alternate members representing organisations. Full members may serve for a maximum of two terms. Half of the members of the Advisory Committee shall rotate each term of office. The rotating members shall be determined by the Advisory Committee at the beginning of the term of office. Selection of organisational representatives: 

The organisational representatives on the Advisory Committee represent their respective target and thematic groups: 

The organisations are selected by organisation type in accordance with the Register of Associations of the Finnish Patent and Registration Office, and representatives are also selected from safety and preparedness associations and network/multisectoral organisations. Classification in the Register of Associations of the Finnish Patent and Registration Office: 

• Associations related to child welfare, child care, parenting and guardianship  

• Associations related to illness and disability (e.g. patient and disability associations, disabled veterans)  

• Pensioners’ associations  

• Associations related to the promotion of health and well-being and the prevention of exclusion  

• Other healthcare and social welfare associations o Associations related to the well-being of older people  

• Associations related to the promotion of employment  

• Associations related to substance abuse, drug addiction and other addictions, sobriety associations 

The full and alternate members come from different organisations but represent the same organisation type according to the established classification; 

Membership is organisation-specific. The organisations nominate their representative, who becomes a member of the Advisory Committee; 

The Local Democracy and Inclusion Board decides on the more detailed selection criteria for the selection of the representatives of the organisations. 

The Local Democracy and Inclusion Board appoints 1–2 representatives from among its members to the Advisory Committee for Organisational Cooperation. 

The secretary of the meetings of the Advisory Committee for Organisational Cooperation is the specialist in organisational cooperation in the wellbeing services county. In addition, other officials from the wellbeing services county may serve on the Advisory Committee, and other actors may be invited to attend meetings of the Advisory Committee, if necessary. 

The Advisory Committee for Organisational Cooperation elects a Chair and a Vice-Chair from among its members. 

If a member of the Advisory Committee for Organisational Cooperation resigns during their term of office, the Local Democracy and Inclusion Board shall appoint a new member for the remainder of the term of office. 

The responsibilities of the Advisory Committee for Organisational Cooperation are: 

to support the coordinating work of the Local Democracy and Inclusion Board with regard to organisational cooperation;  

• to strengthen the operational preconditions of organisations in the county;  

• to create an overall picture of organisational cooperation;  

• to participate in the planning and development of organisational cooperation in the wellbeing services county;  

• to prepare initiatives, opinions, statements and proposals for the Board’s consideration;  

• to act as a multidisciplinary cooperation body for organisations;  

• to represent non-member organisations in the Wellbeing Services County of Vantaa and Kerava;  

• to strengthen client involvement in cooperation with the Local Democracy and Inclusion Board. 

The Advisory Committee for Organisational Cooperation appoints a representative and an alternate representative from among its members to the meetings of the Local Democracy and Inclusion Board of the wellbeing services county. The representative appointed to the Board shall be paid a meeting fee for a member of a body for exerting influence for attending the meetings of the Board. 

The Advisory Committee for Organisational Cooperation decides on the time and place of its meetings. The meetings are held 3–4 times a year. The Advisory Committee has a quorum when at least half of its members are present at its meeting. 

The convener of the meeting is the Chair or, in their absence, the Vice-Chair. 

The procedures for meetings of the Advisory Committee for Organisational Cooperation are governed, as appropriate, by the provisions on meeting procedures laid down in the administrative regulation of the wellbeing services county. Notice of a meeting of the Advisory Committee shall be delivered no later than seven (7) days before the meeting. 

The meeting materials shall be sent preferably by e-mail, unless other means of delivery is appropriate for a special reason. The body may discuss the matter at a regular meeting at which the participants are present at the meeting place. Alternatively, the meeting can be held in an electronic environment with participation via electronic connection (electronic meeting). 

Minutes of the meetings shall be kept and shall be subject to scrutiny as decided by the Advisory Committee for Organisational Cooperation.

The minutes of the meetings of the Advisory Committee for Organisational Cooperation will be published on the website of the wellbeing services county. 

No meeting fees are paid for the meetings of the Advisory Committee for Organisational Cooperation. 

Selection by organisation type in accordance with the rules of procedure: 

The organisations are selected by organisation type in accordance with the Register of Associations of the Finnish Patent and Registration Office.

In addition representatives are selected from safety and preparedness associations and network/multisectoral organisations. 

Also to be considered: 

Multilingualism and multiculturalism are given consideration within each organisation type. 

Within the organisation types, the phenomena that are prominent in the county are given consideration (e.g. mental health and youth violence). 

The representativeness of the organisations is given consideration, i.e. whether the organisation reaches several small organisations and can therefore bring together the voices of smaller operators. 

The following are considered to be advantages of a member of the Advisory Committee for Organisation Cooperation: 

The member is expected to have a broad view of the activities in their field and of the field of organisations in general.  

The member is expected to have experience of cooperation between organisations in the Wellbeing Services County of Vantaa and Kerava and of development work with the wellbeing services county.
