Child welfare institutional care
Child welfare institutional care is provided at a reception facility, children's home, youth home, correctional school or another child welfare institution. There are three levels of care:
Primary institutional care is for children with severe symptoms who need rehabilitation that can only be provided around the clock in institutional care without a guardian. The child may have severe behavioural issues, psychological symptoms or substance abuse problems or show antisocial behaviour.
Specialised institutional care is for children with severe and/or dangerous behavioural issues who are a threat to themselves or others, have difficulties settling into care and need strong boundaries. The child may show, for example, severe psychological symptoms, heavy substance abuse or aggressive, antisocial or delinquent behaviour.
Demanding institutional care is for children with severe mental health and substance abuse problems as well as delinquent and antisocial behaviour that require care so demanding that it cannot be adequately provided by the services available in the current service system.
The wellbeing services county of Vantaa and Kerava has reception and assessment units as well as rehabilitation units. In addition, institutional care is provided on an outsourced basis as needed.
Prerequisites
Child welfare is primarily based on open care support measures. If the child's health or growth and development are seriously threatened by lack of care or other circumstances, we must resort to substitute care, which usually takes the form of family care. If family care is not sufficient or otherwise suitable, the child may be placed in institutional care.
Placement in institutional care requires a client relationship with child welfare services and a placement decision made by the social worker of the municipality responsible for the child's affairs.
The need for institutional care placement is assessed on an individual basis, taking into account the child's needs and interests, in cooperation with the guardians, the child and the child welfare social worker. The placement decision is made by the social worker responsible for the child.

In substitute care, the child has a social worker responsible for their affairs. The social worker draws up a client plan together with the child, the guardians or other close relatives and the substitute care place and monitors its implementation. The child and the family receive support according to the plan. The social worker's role is to monitor the child's situation in the care place and to visit them regularly. The social worker may cooperate with a special social instructor, who works together with the child, the family and the substitute care place. Our team also includes a family therapist who meets with the clients. The child's chances of returning home are assessed throughout the process.
