The Wellbeing Services County of Vantaa and Kerava uses the Oima service to pay family and informal carers’ allowances.
Substitute family activities refer to the long-term accommodation of a child or young person in a substitute family.

Sickness costs
Sickness costs are included in the expense allowance.
The deductible for chronic illnesses or exceptionally high one-off costs is reimbursed, taking into account any other reimbursement.
Day-care costs
Reimbursed. Payment commitments for municipal contributions should be requested from Vantaa Cultural Services/day care.
Recreational expenses
Covered by the expense allowance.
Travel related to recreational activities is covered by the expense allowance.
The family carer must pay €600 per year for recreational expenses out of the expense allowance. Once this amount is exceeded, substitute care services can provide support of €700 per year for a long-term, rehabilitative hobby for a school-age child.

Travel costs arising from the child’s contact with their relatives are reimbursed. Any meetings with the child outside the municipality of residence are reimbursed by prior agreement. Kilometre allowance for the use of one’s own car according to the KELA rates

Indemnity for loss of earnings
A parent who has to stay at home to care for a child may be compensated, in addition to the care allowance, for up to €1,035.21/month of lost earnings for a period of 1–12 months, subject to discretion.

Reception family activities refer to the short-term placement of a child with a reception family after a crisis situation.
In urgent and open care placements, the reception family’s care allowance is €80.84/day for the duration of the placement in question.

On-call reception families are paid €40.27/day for being on call.
If the on-call duty results in a placement, a care allowance and expense allowance are paid starting from the beginning of the placement.
The on-call allowance is paid for the entire agreed on-call period, regardless of whether the on-call duty results in a placement.

Payment of the basic allowance is conditional on a commitment to participate exclusively in the reception family activities of the Wellbeing Services County of Vantaa and Kerava.
If the reception family has two full-time family carers at home, the basic allowance may be divided equally between the two individuals.

The level 1 increase may be granted if, due to a disability or illness, the child’s need for care and attention is at least weekly.
For example:
The level 2 increase may be granted if, due to a disability or illness, the child’s need for care and attention is demanding or takes up a lot of time on a daily basis.
The level 3 increase may be granted if the child’s disability or illness requires care that is demanding and almost round-the-clock. The care and assistance require special expertise, and the child is dependent on the carer almost round the clock.
Reception families committed to the placement of children in the Wellbeing Services County of Vantaa and Kerava alone (basic allowance family) accrue 3 days of leave per month. They are paid an average of one month’s care allowance in July each year as a separate leave allowance. The allowance is calculated on the basis of the per-child care allowance accrued in the period 1 April–30 March of the previous year. The accrued per-child allowance for the period in question, divided by 12, is also payable where the contract begins or ends in the middle of the year.
Reception families who act as short-term family carers not only for children placed in the Wellbeing Services County of Vantaa and Kerava but also for children placed by other municipalities accrue 2 days/month per child. They are paid a leave allowance of €80.48 per accrued day of leave at the end of the placement for the months in which the reception family has acted as family carers for 14 days.
