The County Executive manages the operations, administration and finances of the wellbeing services county. The County Council of the Wellbeing Services County of Vantaa and Kerava appointed the County Executive at its meeting on 9 June 2025.
In accordance with the Act on Wellbeing Services Counties, the responsibilities of the County Executive are as follows:
1. to be responsible for the administration and financial management of the wellbeing services county;
2. to prepare, implement and monitor the legality of the decisions of the County Council;
3. to safeguard the interests of the wellbeing services county and, unless otherwise provided for in the administrative regulation, to represent and speak on behalf of the wellbeing services county;
4. to represent the wellbeing services county as an employer and be responsible for the wellbeing services county’s human resources policy;
5. be responsible for coordinating the activities of the wellbeing services county;
6. to be responsible for the corporate governance of the wellbeing services county group and for the supervision and monitoring of the other providers of the services for which the wellbeing services county is responsible;
7. to be responsible for the internal control and risk management of the wellbeing services county;
8. to organise the internal audit of the wellbeing services county.
In accordance with the administrative regulation of the wellbeing services county, the County Executive, in addition to the tasks provided for by law:
1. is responsible for the implementation of organisational responsibility;
2. is responsible for the general principles of human resources policy;
3. decides on the establishment of a limited liability company;
4. decides on human resources management-related matters concerning the Director of the wellbeing services county;
5. confirms the selling prices of services in accordance with the pricing principles laid down by the County Council;
6. is responsible for organising archives management and appoints the head of archives management;
7. decides on the responsible officials required by specific legislation for the operations of the wellbeing services county;
8. is responsible for the safety and preparedness of the wellbeing services county group, in cooperation with the municipalities, businesses and organisations in the county;
9. supervises the implementation of safety and preparedness arrangements in accordance with the guidelines; and;
10. provides information, as part of internal supervision reporting and in the annual report, on the safety and preparedness arrangements and the main conclusions as well as an analysis of the main risks and uncertainties related to safety and preparedness;
11. is responsible for ensuring that the wellbeing services county complies with its obligations under the data protection legislation;
12. is responsible for ensuring that sustainable development and environmental considerations are taken into account in the wellbeing services county;
13. decides on the approval of the grant policies;
14. decides on the award of grants on the basis of a proposal made by the Local Democracy and Inclusion Board;
15. decides on the criteria for granting social credit.
