According to Section 25 of the Administrative Regulation of the Wellbeing Services County of Vantaa and Kerava, the responsibilities of the Rescue Board are as follows:
1. to act as a multi-member rescue authority in accordance with the Rescue Act;
2. to prepare a proposal on the service level of the rescue services in the wellbeing services counties of the Rescue Services of Central Uusimaa after consulting the wellbeing services counties and to make a proposal on the service level decision to the County Executive of the Wellbeing Services County of Vantaa and Kerava and further to the County Council;
3. to prepare the Rescue Services’ budget and plan proposal as well as investment plan proposal in accordance with the binding targets and expense and revenue items set within the schedule of the Vantaa and Kerava County Council, after consultation with the Wellbeing Services County of Central Uusimaa;
4. to prepare the Rescue Services’ annual report and separate financial statement or equivalent information for the Vantaa and Kerava County Executive and further for approval by the County Council;
5. to be responsible for internal supervision and the organisation of its implementation as well as the supervision of implementation and performance within its area of responsibility, and to ensure self- monitoring and its reporting to both wellbeing services counties, to the extent necessary;
6. to process appeals against decisions taken by the Rescue Services’ officials.

In accordance with the Act on Wellbeing Services Counties, the duties of the National Languages Board are:
1. to examine, assess and give an opinion on the impact of the decisions of the County Council on the practical implementation of linguistic rights;
2. to examine, assess and determine the need for the provision of services in minority languages in the wellbeing services county and monitor the availability and quality of these services;
3. to make proposals to the County Executive, on the basis of studies, assessments and monitoring, for measures to develop services and service chains for linguistic minorities and for the language proficiency requirements and language skills development of staff;
4. to make proposals for the content of the agreement on cooperation and the division of labour in bilingual wellbeing services counties, as referred to in section 39 of the Act on Organising Healthcare and Social Welfare Services, to provide an opinion on the agreement to the County Council and to monitor its implementation;
5. to submit an annual report to the County Executive on the implementation of services for the linguistic minority.

According to Section 26 of the Administrative Regulation, the responsibilities of the Local Democracy and Inclusion Board are:
1. to be responsible for the preparation of the inclusion programme of the wellbeing services county;
2. to develop residents’ opportunities for participation through technology and various methods;
3. to make statements and provide opinions on matters relating to inclusion, opportunities to influence and the equality of services in the wellbeing services county;
4. to make proposals to the County Executive, on the basis of studies, assessments and monitoring, for measures to improve residents’ and service users’ inclusion and opportunities to influence and to enhance the equality of services in the wellbeing services county;
5. to coordinate cooperation with the wellbeing services county’s influence bodies;
6. to coordinate organisational cooperation in the wellbeing services county;
7. to promote interactive and client-oriented activities and a sense of community in the wellbeing services county;
8. to be responsible for preparing a well-being report and plan;
9. to promote well-being, health and safety
10. to decide to open a call for grants and prepare a proposal to the County Executive for awarding grants based on the principles set out by the County Executive.

The County Election Board is responsible for confirming the list of candidates for the county elections and the results of the county elections.

According to Section 27 of the Administrative Regulation, the Division of Individual Affairs is responsible for deciding cases in which the client has requested that a decision taken by an official be reviewed by a multi-member body.
In addition, the Division is responsible for handling healthcare and social welfare cases concerning individuals and families that are required by law to be handled by a multi-member body.
The Division of Individual Affairs has the authority to decide on:
1. decisions concerning individuals and families;
2. cases in which the client has referred a decision made by an official to the Division for review;
3. healthcare and social welfare cases concerning individuals and families that are required by law to be handled by a multi-member body.
The Rescue Board is a joint body of the Wellbeing Services County of Vantaa and Kerava and the Wellbeing Services County of Central Uusimaa.

3. to contribute to the supervision of interests in the wellbeing services county a in relation to the state administration, the HUS Group, the Cities of Vantaa and Kerava and other stakeholders;
4. to make proposals to the County Executive for measures to develop the wellbeing services county’s supervision of interests on the basis of studies, assessments and monitoring;
5. to prepare the operational and financial objectives of the enterprises, subsidiaries and foundations;
6. to contribute to the preparation of proposals on the principles of corporate governance and the Group’s corporate governance principle;
7. to monitor and assess the expertise, sectoral knowledge, experience and independence required for the governance work of the subsidiaries and the boards of the enterprises.
